I have the same Problem with 2.3.1 .. But I did upgrade to 2.3.1 because the 2.3 was slow too.
The normal Blog is very fast.. So I suspect it is something WordPress is trying to load from some remote server
Sounds like a plugin issue to me.
1. Edit the wp-admin/index.php
2. delete the next lines:

jQuery(function() {
jQuery(‘#incominglinks’).load(‘index-extra.php?jax=incominglinks’);
jQuery(‘#devnews’).load(‘index-extra.php?jax=devnews’);

3. Save the changes.

Doesn’t work for me. My WP 2.3.1 admin is still really slow (minutes to load!) although my blog loads normally. What should I do? I didn’t change anything and the problem appeared from nowhere.
