Administrators note

    Admin note (‘It is visible only to website administrators’)
    on page domain.com/wp-admin/user-edit.php?user_id=209

    It is only shown when the user is blocked, and is hidden by display:none.
    On display:block. It is shown, but notes do not save to the database.
    Is it possible to change this behavior?

    The only purpose of the note is to hold optional info about why the user is blocked. That’s why the note is hidden when the user is not blocked.

    Are you asking about a generic admin note about a user?
