*Advanced* Page Formatting

I was hoping someone would be able offer some page formatting help. I am trying to make a page look similar to this mockup: Sample Can anyone offer any help? I have been using a table plugin to accomplish this as best as possible, but editing it to update a page is obtuse, to say the least. Any ideas?
