“All Files” selected by default

Hi!

This is the situation:

If a admin user adds a new file at the media library the “All Files” folder is selected by default. Now, if any other user, with not a admin role, adds a new file at the media library, the “Uncategorized” folder is selected by default.

Is it possible to set “All Files” folder selected by default for all user roles?
