Yes, admin can use the same file manager on frontend and upload files and then share them with users using their email addresses. Only the users (with whom the files are shared) will be able to see the files and download them.

I installed the plugin – Where can I find the admin file uploader for each user?
I tried uploading files via the admin front end but I can’t see the uploaded files or an option to choose a user to share the file with on the upload-file dialog.

Go to the page on frontend where you entered these shortcodes – [upf_upload] and [upf_display]
We recommend you use these shortcodes in a single page for better user experience.
Upload your file and then share with the user who you want to allow access to that file. Please refer to the screenshots on the plugin page.
