Yes, you should be able to allow backorders via Product Data → Inventory as explained here: https://docs.woocommerce.com/document/managing-products/#inventory-tab
It just won’t work on this page, I have tried deactivating all plugins except woocommerce, and still not working. I tried using different themes and still nothing.

Can you tell us a bit more about what’s not working exactly? Are you having problems enabling a setting, are the products on the site just not available to order, etc.

Thanks for the screenshot. Though you’d mentioned disabling plugins before, we’d like you to first do a full conflict test to see whether the issue is caused by a plugin or theme conflict.
Therefore:
- Temporarily switch your theme to Storefront
- Disable all plugins except for WooCommerce
- Repeat the action that is causing the problem
If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin is causing the problem, reactivate your other plugins one by one, testing after each, until you find the one causing conflict. You can find a more detailed explanation on how to do a conflict test here.
