allow widgets bellow header

Evening.
So,this is mostly a question regarding widgets. Mostly to improve the accessibility in mobile users. but it would not see so awful on desktop.We have:
the Menu Dropdown.
Banner (Header)
and inmediatly the content.That in desktop is fine. However, every widget added, the phone version drops it to the bottom. And for accessibility, that is not optimal.
Is it possible to be able to add secondary navigation bar below the header? Something like:
Menu Dropdown
Header
Secundary navigation (3 to 5 buttons in responsive way so dropdown is not needed)
And then perhaps allow another widget below this Sec Nav.So after that have the content?
To be honest, WP Bootstrap starter is the better template I could find that works with the style of the site. Is friendly and is not so invasive. However, the lack of freedom to use widgets makes it difficult to upgrade the site.

Hi @khanterwinters,
Apologies for the response delay, unfortunately the theme doesn’t support that kind of layout for the header. I could only suggest to use Elementor builder to prevent theme customization or if you would like to customize your header, I could help you with that but please take note that the site must have a child theme to make this work.
If you could also draw an outline on what will be the layout on mobile, that would be great.
