    How do I, a)eliminate them b)place actual ads in them.

    I think you might need to edit sidebar_banners.php

    Note the base64 obfuscated “sponsor” links in footer.php while you’re there.

    You’ll need to edit the relevant template file in your theme (sidebar.php?) and remove the entire:

    <div id="adboxes">
[...]
<div class="cl"></div>
</div>

    block.
