Am I still using wordpress.com?

I am trying to use ww.wp.xz.cn with my blog. I have transfered it to dreamhost, performed the one click download of wordpress, recieved the new login link, but still don’t have access to the different cusumozation tools and plugins available on ww.wp.xz.cn.

Do ww.wp.xz.cn and wordpress.com use the same looking platform, because everything I see looks exactly the same. Do I also need to download ww.wp.xz.cn into my computer?

Any help and insight would be awesome, I am not very tech saavy and trying to figure this thing out on my own shouldnt be so difficult.
