Anchor Tag Error

I am getting ready to launch a new website for a client at http://www.new.mchattielaw.com but we’ve noticed a strange error happening with the anchor tags. When I navigate to a page other than the home page (Contact Us for example), and then click on “Clients” in the top navigation, it lands in the wrong spot on the page. This doesn’t happen when you click clients from the home page, and also doesn’t happen for any of the other navigation headers from sub pages. I tried deactivating various plugins to see if that was causing the error, but it didn’t help. Any idea, what might be happening here? Below is the code that I have starting from the “Team” section.

I also had to add a margin to the anchors because they were all originally landing slightly off. With the added margin, they land in a better spot.
