    I use like this;
    !is_category($category) and !is_page('217')

    but first section category work but page not work. How to solve this? (or operator the same)

    Do you mean to hide the menu if user is on a particular category or a page? Then the correct logic would be:

    
! ( is_category( 69 ) || is_page( 69 ) )

    Or, if you wish to only show the menu if user is on a particular category or a page:

    
is_category( 69 ) || is_page( 69 )
