It puts an ad for another plugin at the top of the dashboard and the circle x button does not work to close it.

When I diabled ARVE ( https://ww.wp.xz.cn/plugins/advanced-responsive-video-embedder/ ), I was able to close the ad. Somehow the other plugin was keeping the X button on the Ad from working.
