Antomatic WordPress deploy

Hi all,
I need a way to create WordPress blog automatically, I tried to google but I couldn’t find which is the best way to do it.
First I imagined to install everytime a wordpress3 installation from a directory I prepared after with files and db dump. But I think it can be done in a better way.
I also looked for WordPress3 multisite (MU) but I couldn’t find if there is a way to create a new blog with command line and not from the admin web interface.

Have you any idea to do it?
