Thank you for getting in touch, sorry to hear you are experiencing issues.
The plugin comes with a temporary key built in which is very limited in use, if you are using that you will need to generate an API key of your own,
You can see our documentation on creating an API key here.
Alternatively, if you are using your own API key please can you confirm that is the case?

In that case you have exceeded your self imposed API limits.
You’ll need to reconfigure that on your Google API dashboard.

My daily quota is limited at 1. I have to pay to have more.

If you have set your quota limit to 1 then you will be only allowed a single request per day. In other words, loading the map once will use your entire daily quota.
Google give you $200 worth of requests each month for free, you can use their usage calculators to figure out exactly what limits you can set in without exceeding your free monthly quota, you can certainly go higher than 1.
To give you some sense of perspective, as one of the WP Google Maps plugin developers, we typically make thousands, if not tens of thousands of requests every week, I’ve personally not been charged since they brought in the billing changes.
