Apostrophe code in title

Have the latest version of wordpress. I have a title such as:
“The Hotline’s Presidential Power Rankings – First Edition”
It shows up in the browser title as:
“The Hotline’s Presidential Power Rankings – First Edition”
This is in FF and IE. It is a ‘ in the database and shows up as a ‘ when I edit the post. I cannot find a solution on this.
It also happens with a dash. The 8211 in the title should be a –
