Appearance & Plugins don't work, loads site instead

    I have a fresh, manual install of 3.9.1. When I click on Appearance or Plugins in the Admin, the website loads with the admin bar at the top.

    I have no plugins running and I moved the theme out of the themes folder to no avail. Also, I tried a new admin user. Weird.

    Do you think my WordPress install is botched? I’ve never seen this before.

    It sounds like it. Try a fresh install.
