I’m not aware of any off-the-shelf plugins that allow for that setup and it would likely require additional customisation by a web developer or one of the experts listed at https://woocommerce.com/customizations/.
The closest extension I know of would be https://woocommerce.com/products/admin-custom-order-fields/ – but that just adds the option for extra fields on the order admin view and doesn’t limit *visibility* for specific users.
