Assign users? Reassign users?

Sometimes when people create their campaigns, their pages don’t publish. If I go in as an admin and publish for the user, it works but I am now listed as the “user”. I can’t figure out how to change the user to the person running the campaign. They have an account and listed as a “subscriber”. Any ideas?
Also, are there reasons why some campaigns are publishing correctly while others sit “unpublished” and have to be published manually?
