I can’t find the option to place a block on an attachment page, the kind where you click on the photo and it opens a new url to open the photo in its full size, is that possible?

Very likely this is possible. You need to find the type of the page/post and availabe positions for automatic insertion (if provided by the theme or plugin which creates those pages). No data was posted so we can’t check.
