I have tested this on my server and i still receive the attachments in the emails. This leads me to believe your issue is server-specific and related to the WordPress core issue:

which will be fixed in 4.6.1.
The Contact Form 7 support forum has a few mail and attachment threads related to 4.6 also.
If I use the upload files in first step the files are not sent.
Only if the files are uploaded in final step the files are sent.
How to solve this ??
