auto post notification possible?

i’d like to be able to 1) automatically send new post notifications to subscribers, 2) without making them register on the site (they can subscribe simply via double opt-in email address submission)

are these things possible?

there are many other post notification plugins, but most of them rely on a 3rd party and i do not want that
