Automatic processing and send on order receipt not working

Gift cards will not be shipped until an order is “in process” or further along.
Since payment sometimes takes 3-5 days, I would like customers to receive digital vouchers as soon as they place their order.
Therefore, I have both options enabled.
However, the situation is that the vouchers are still not sent until the status is no longer “on hold”.
Automatic order processing
Automatic order processing If an order contains only one gift card, the order is automatically marked as Completed and the gift card is shipped directly.
Send on order receipt
Send on Order Receipt By default, we wait until the order status is complete before generating and emailing the gift card. Check this box to send the gift card immediately upon receipt of the order. Scheduled gift certificates will continue to ship on the scheduled date. Default: Not checked
