I don’t know of a way to do this with core WooCommerce, beyond generating a coupon and setting it to be used an unlimited number of times.
You could use the Dynamic Pricing plugin to give discounts to certain roles of users:

But that refers to every single article, right?
I need something that only refers to the total invoice amount

The Dynamic Pricing plugin is pretty flexible. In your case, you could set up a discount for specific user roles – that would be a discount based on the cart total, so not per item.

I have now installed Dynamic pricing and note that I have set an “Order Total Pricing”.

The calculation is not made on the total number but on the individual article.
