Autoptimize not minifying and caching TOC+ css

    AO when not aggregating will only minify files that appear not to be minified yet. the “table to contents” CSS is minified (as per the filename ending in .min.css ) so there’s no reason for AO to touch it.

    The JNews one is not minified, so I assume the theme developers are using the AO API to exclude that css-file from being touched by AO, maybe revert to them and ask if that can be overruled?
