Avoiding viewport menu links to be preloaded everytime

Hi, we have a website that has fixed menu and lot of links in the menu (commerce with megamenu), in the first viewport.

Is it possibile to exclude them from being called every time? it will give 304 almost always but doesn’t allow to have the other more important links to be cached, because there are 100 links that are being queued before the actual relevant links
