Can you try to log in to AWS Console and open Polly Service and see if you can use it from there?

His solution probably won’t help you – because this error message can mean multiple different thing. First of all I would advice to check if your AWS account is actually working – check if you can ‘play’ with Polly service in AWS Console. If yes, then confirm if you have got correct IAM policy assigned to your user.
@tstachlewski thanks for the quick response. I have tried everything suggested on the threads related to this topic. I am able to play the polly service and I also confirmed that I have the right IAM policies. I have disabled password keychains as well. Happy to share screenshots if needed. Any help will be appreciated.
