I am using twenty seventeen theme.

Can I add a back to top button on my long contents pages

You could do it either by creating a child theme and doing your own, such as this Tutorial

Or, if you are not into doing some coding, the other option is using a plugin:

I used smooth-scroll-up plugin and it works great.
