Which settings have you enabled. Are you using any other caching plugins?
Hi I keep most function as default, not sure what exactly caused issue, I don’t use any other caching plugins.

Can you try uploading them again?
Under Minify >> Process JavaScript files, can you deactivate the option to process JS files and see if your banner appears?
