basic application

I’m new to wordpress. I created a blog with a static header. I’m inviting comments from people. I’d like to automatically register them when they create a comment or perhaps make them create a username to make a comment. I’d rather do the first to make it easy. I need to be able to later send all users an email – in this case for a meeting. How do I go about it?
