Basic delivery or large products based on zipcode

I have a woocommerce webshop where I sale small and large products.

These small products are for example a small lamp. They have € 6,95 delivery costs.

I also sell couches which have a different delivery cost. These costs are based on zipcodes. So lets say zipcode 1000* cost € 65,- and zipcode 2000* cost € 75,-

I can add flat rate costs but when I add zipcodes all products, also the small products have these high costs. How can I separate this?
