Suppose this file actually exists on the site where you installed BBQ.
https://example.com/wp-admin/test.bakIf I access this URL, isn’t BBQ effective because rewrite doesn’t work?

BBQ does not use any “rewrites” or any .htaccess for that matter. It’s pure WordPress, so like most other security plugins, it only can protect that which is under the purview of WordPress itself.
