I wonder about which starter theme is the best for person with medium skills with WordPress.
I will be grateful for suggestions

For starting you really can’t go wrong with Twenty Sixteen IMHO.

It really depends on the layout/features you want. It’s best to browse the theme repo and try them out, they’re free 🙂
