I’m not sure of what you mean by “salutation” in the context of the billing address. Can you elaborate a little more on that? A screenshot would help.
With salutation I mean the Mr. or Mrs. in front of the name.
„Herr“ or „Frau“ in german.
Currently it‘s

The “Mr / Mrs” field that you mentioned is not a default field in WooCommerce. You may be using a third-party plugin or theme that is adding those fields for you.
You’ll want to determine what on your site is adding those fields (plugin or theme). Then once you’ve identified that, check to see if the source allows you to change the configuration of this info. If it does not, you would need to either a plugin such as Checkout Field Editor or some custom coding to change the order of these fields on your site.
