billing address required?

Hi,

I believe paypal doesn’t require billing/shipping address to be provided by shops. So we made these fields optional for our virtual (downloadable) products. However, the paypal plus plugin would fail and redirect to our homepage, when key fields were missing/empty (address1, postcode, city, country is set by woocommerce if only one is allowed).

Do I have wrong assumptions and if not, how can this be fixed or worked around? (any ideas, really)
