You cannot disable it but you can hide it. The setting is not in the Spectra dashboard but rather under Tools > Zip AI Assistant.
The setting called ”disable” hides the Zip AI bloatware from the Gutenberg editor, though some scripts and styles are still loaded.

Absolutely unacceptable to install this bloatware with your plugin, especially without warning, announcement, or ability to disable.
This plugin is be removed from all of our sites as a result.
