block-based style loading: opt-in or default?

    I’m a bit confused. The Block themes dev page says ‘Block themes enhances loading performance by loading styles only for rendered blocks on a page’, but, when checking the link that quote refers to, I see you can opt-in by setting the should_load_separate_core_block_assets filter. So: when I create a block-theme from scratch, should I use that filter? Or is the automatic loading of CSS for only rendered blocks the default when writing block themes?
