If you inspect this cookie, you can see that it stores pageviews and visits, without a link to an IP address or other identifier. Also, it is not stored on a third-party domain, but in the user’s local storage. That is why the cookie can be considered as (anonymous) statistics and it does not require consent in the EU.

The problem is (at least in germany) there is the term “techincal necessary” cookies are allowed, everything else needs agreement. Are pageviews technically needed? Probably in the end a thing for the court, but I wondered if these cookies could be blocked by Complianz before the user explicitly accepts cookies – just to be on the safe side.
Can these cookies be manually set to be blocked with Complianz?

We are aware of the German, more strict interpretation of the GDPR and ePrivacy directive. While going through the Complianz wizard you can indicate that you target visitors from Germany and toggle consent for statistics (even anonymized) on.
Whether this cookie is strictly functional is up for debate. Elementor states that it is used for the pop-up functionality and that it does not require consent. I can see however why you would like to be ‘on the safe side’ and block the cookie before consent.
The problem is that this cookie is placed through PHP and that we can not block it on our side (with JavaScript). For these cases we developed the WP Consent API in cooperation with Cookiebot. This is currently a plugin and is up for review to be added as a core feature in WordPress. Plugins like Elementor would need to comply with the consent API to allow consent management plugins like Complianz to block these PHP cookies before consent if required by local legislation.
It helps a lot when users indicate the demand for Consent API compliance to plugin developers :-).

thanks for this detailed answer. I had the feeling that elementor sets the cookie through PHP and can’t be blocked therefore.
I’ll let elementor know that there is demand, however I had found issues on github on this topic which showed I am not the only one interested. But the more people let them know, the better.
