Block registration / activation

    Previously installed Classic Menu Block is fully functional on Php 6.7.2/ WP 8.2 but will not activate in a new installation (will not add Menus to appearance).I realize the plugin is not tested to support 6.7.2, but everything seems to be working except new activation.
