Block Toolbar Won’t Pop Up

Whenever I’m using gutenberg to create a new post, I create a paragraph block. However, when selecting that block, the toolbar doesn’t pop up(that shows things like bold, italics, etc.). How can I fix this? Any help would be appreciated.
