If you cannot submit the form in such case it would mean that from this IP the form was already submitted. The plugin doesn’t store any “lockout” log – the IP is stored with other submission data in the database and upon each submission it’s checked if there already is a submission with such IP.
If you’re on a “testing stage” the simplest way to “unlock” would be to either change setting to allow multiple submissions (and after testing change it back) or to delete your earlier submissions (you can do it on “Forminator-> Submissions” page).

I’m afraid there is no way to block the form by a user, out of the box. You can do this with some custom coding, or with a plugin like Content Control:
