You can achieve this by editing your ‘style.css’ file, look for blockquote and add a P element.

Change your original blockquote to this;

blockquote {
padding: 0 40px 0 40px;
background-color: #F7F7F7;
}

and add this to your css file;

blockquote p {
text-align: justify;
margin: 0 auto;
border-bottom: 1px solid red;
border-top: 1px solid red;
}
