Blog Navigation until acceptance

Hi, our agency has told us that we must block web browsing until the user accepts/refuses cookies in order to comply 100% with the new legislation.

We did not find this option in Complianz, nor in the different posts, does it exist or is it considered not necessary? Thank you!
