You can set a maximum capacity for a tour in a free version but each booking limit is pro – please check the screenshot
Aye, option for setting up maximum capacity in a free version is there but it doesn’t limit the number of pax while booking, it’s still taking the pax exceeding the maximum capacity.

I think there is some confusion between the “Maximum Capacity” and “Maximum person” allowed.
Maximum Capacity: Maximum capacity is an option by which you can limit the total booking numbers in a tour. Like you set 20 as a maximum capacity then you can take 20 person in total to book that tours.It is a PRO feature.
Maximum/Minimum person: This the option will allow you to set minimum and maximum number of person allowed to book in a single booking. Like you set 10 as a maximum number then you can select 10 persons while booking. It is a free feature. See the screenshot.
