I don’t have URL for the privacy policy and don’t think it is necessary. The plugin doesn’t communicate with any third party servers. The information stored in the cookies is only shared with the WooCommerce shop that the visitor visits. So you can use the privacy policy of your shop.
I don’t have a template for the purpose (yet). But here’s a possible text you could use for _wooptm cookies. This doesn’t address the other cookies / pixels, like Google or Facebook, which the plugin can inject.
Cookie classification: Essential
Description: The information in the wooptpm cookies is only shared between the the browser of the visitor and the WooCommerce shop that he visits. The cookie information is used to synch the status in higher detail between server and browser than WordPress and WooCommerce would offer out of the box. Disabling these cookies would break the features of the plugin, which is why those cookies are essential.
Here’s another version of the description that I wrote a few months ago:
The woopt PM cookies are being used to better track the user state within the user browser, such as the cart contents. The information then is used to pass it on to various tracking cookies, but only if they are active and and not blocked by Borlabs. All information saved by woopt PM cookies is only being shared by the browser of the visitor and the WooCommerce store that he is visiting.

thanks a lot for your feedback and the text.
Should I also add a cookie notice for Google Ads (Cookie classification: Marketing) too or is it enough to use the notice for woobt? For me it ist important to be in accordance to the GDPR guidelines.

I’m not a GDPR expert.
But as far as I know you’ll have to add a notice for each pixel that you use. (Google Ads, Google Analytics, Facebook, etc.)
