Bounce rate

Please, could you explain what value to set in bounce rate ? Is it in seconds ? or minute ? I can’t find my bounce rate in google search console so I really don’t know what to do.

PS : Where to set the plugin in french ? I have loco translate says 100% french translation, but I began to translate it in translate.ww.wp.xz.cn as I saw only russian an china languages.
