The UK was already removed from the list of EU countries in WooCommerce 4.0. The EU VAT Assistant added it back to the list, as the same logic (VAT number validation, VAT calculation, etc) still applies.
In best case scenario, an EU-based merchant can keep using the plugin as it is. Since the submission of VAT MOSS reports is manual, a merchant can simply run the VAT report, ignore the UK line when filing the VAT MOSS return, and submit that line through the UK VAT system instead.
We will keep monitoring the situation as it evolves, and see if any further development will be required.
For the sake of transparency, should a significant amount of work be needed to handle Brexit smoothly, we can’t exclude that the EU VAT Assistant will become a premium plugin, or, at least, have a paid version with the additional features. That might become necessary to cover the increasing cost of maintaining a solution that has become significantly more complex over the course of the past years.
