I downloaded Tonic from the WordPress site. I don’t get any problems. The only thing I can suggest is that there is a conflict with another plugin. Can you tell me what plugins you are using.
The way to solve a plugin conflict unfortunately is to deactivate the other plugins and re activate them one at a time.
I would love to know which one it is conflicting with so I can fix mine so it won’t!

EUREKA! You have a plugin conflict. When I installed “Better WordPress Minify” it broke. When I deactivated “Better WordPress Minify” it worked.
Minify messes with the CSS files and layout.
Ah! So does that mean I can’t use the BWP minify plugin, is there another minify plugin that works with your plugin?
I don’t know of one that works or doesn’t. I usually don’t use minify plugins. A lot of things I use are already minified and a minify plugin for me is overkill
