I’ve done the test as you requested:
– fresh WordPress 6.8.1 install
– WooCommerce 9.9.3, Custom Order Status Manager for WooCommerce 1.1.5 plugins only
– Storefront 4.6.1 theme
I’m encountering the same issue. When I have multiple custom statuses published, setting an order to either one always triggers the email associated with the status that was activated first.
Additionally, in the WooCommerce email settings, switching the live preview between custom statuses just shows a loading icon indefinitely—it never completes loading.
As a temporary workaround, I’m setting custom statuses to “Draft” and only publishing one at a time, but that’s far from ideal.

Before sending a status email, I have to follow these steps to ensure the correct text is loaded:
- Issue: As shown in the first image, the preview and the sent email initially display the wrong text.
- Workaround: In the second image, I move all other statuses—except the one I want to load text from—into Draft mode.
- Revert: The third image shows that once the correct status is isolated, I can move the other statuses back to Published.
- Result: Finally, as seen in the fourth image, the correct text is now displayed in the email preview and will be sent correctly.
These steps are necessary every time before sending a status email to avoid incorrect content.

I have the same issue.
I created three custom order status with email notification, as you can see in the video: https://youtu.be/yo9DPyK_g1M
As you can see in the video, all three custom states use the email template of the first custom state created.
Opening the email template of the custom states, you can see that they call the same template file, and the template file name is the same, not separated by the name of the custom state.
This problem affects both existing and completely new webshops. It’s not such a big problem for a shop under development, but it’s quite a big problem for an already operating shop.
How can we fix this error as soon as possible?

You’re right, this bug is very annoying. It’s a regression that was reported months ago.
There are indeed several custom statuses, but ultimately only one email template.
And that’s really frustrating !
I have the same problem with email templates preview showing data from the first created custom order, still bugged Jan 21 2026.
I edited the email fields with the text i wanted for the selected order and saved, the preview did not update with correct data.
I then created a test order and changed the order statuses to get an email sent. the email notifications sent displayed correctly with the saved values.
seems the email preview is bugged not the emails sent.

I’m experiencing the same issue. This means I can only use one order status, as customers aren’t notified by email.
