It looks like you have a character encoding problem. If everything is good in the PO file, then its’ unlikely to be a fault in my plugin.
However, WordPress loads MO files, not PO files. If you think there’s something wrong with the MO file Loco has generated, then please post it.

Can it be something that server generated in wrong encoding because of its settings? Weird issues, I have no idea where to look at.

This MO file is mangled. I have no idea why, but something was wrong when it was generated.
My only suggestion is to enable WP_DEBUG mode and see if you get any warnings about system requirements.
