Bug: Missing recipient in test emails

On a new install on an existing SES account, using the Test Email Function, whether a standard or a verified address is added to the To: address, the resulting emails don’t show up in the activity log. In fact the log is empty.
When I check in logs outside WP Offload SES Lite I can see the reason. The emails are generating a “missing recipients” error message and not being sent.
